	On Jan. 18, 2013, the <a href="http://www.irs.gov/uac/IRS-Statement-on-Court-Ruling-Related-to-Return-Preparers" target="_blank">U.S. District Court of the District of Columbia issued an injunction</a> to keep the IRS from enforcing regulatory requirements for tax return preparers. In accordance with this order, tax return preparers covered by this program are not required to complete competency testing or secure continuing education. The ruling does not affect the regulatory practice requirements for CPAs, attorneys, enrolled agents, enrolled retirement plan agents or enrolled actuaries.&nbsp;</div>

		</p><p>The Internal Revenue Service has delayed the processing of several tax forms which needed to be revised due to the <a href="http://taxes.about.com/b/2013/01/01/senate-approves-the-american-taxpayer-relief-act-of-2012.htm"><em>American Taxpayer Relief Act</em></a>. Previously, the IRS had announced that some forms would be delayed, possibly as late as the middle of March. The IRS needed additional time to reprogram their computer systems to reflect changes made by legislation that passed Congress on January 1, 2013. The IRS has announced dates that the agency will be able to process tax returns containing the following forms:</p>

		</p><p>&lt;p&gt;The Internal Revenue Service plans to begin processing tax returns on January 30, 2013, for the year 2012 (&lt;a href=&#8221;http://clk.about.com/?zi=1/1hc&#038;zu=http://www.irs.gov/uac/Newsroom/IRS-Plans-Jan.-30-Tax-Season-Opening-For-1040-Filers&#8221;&gt;IR-2013-2&lt;/a&gt;). The IRS previously expected to begin processing tax returns on January 22nd.&lt;br /&gt;<br />
&lt;br /&gt;<br />
The delay in processing tax returns is due to the American Taxpayer Relief Act (ATRA), which was signed into law on January 2, 2013. &#8220;The opening of the filing season follows passage by Congress of an extensive set of tax changes in ATRA on Jan. 1, 2013, with many affecting tax returns for 2012. While the IRS worked to anticipate the late tax law changes as much as possible, the final law required that the IRS update forms and instructions as well as make critical processing system adjustments before it can begin accepting tax returns.&#8221;&lt;br /&gt;<br />
&lt;br /&gt;<br />
Most taxpayers will be able to file their tax returns as early as January 30, 2013. The IRS will begin processing returns filed by mail or via electronic filing on that date. &lt;br /&gt;<br />
&lt;br /&gt;<br />
However, some taxpayers will need to wait until later before filing.&lt;!&#8211;more&#8211;&gt; &#8220;There are several forms affected by the late legislation that require more extensive programming and testing of IRS systems.
